Thanks to the work of business, authorities, people and partners across the Bay, Torbay is seeing extraordinary change.
Change starts with real lives: the family finding support, the volunteer running a group, the apprentice starting a new job, the neighbour with a good idea, the community that pulls together when it matters — across Torquay, Paignton, Brixham and the wider Torbay area in South Devon.
Torbay is three towns and one Bay — with a strong sense of pride in every neighbourhood. Behind the beauty of the English Riviera that pull people in to visit the world over, we know what makes Torbay special: our people, our local businesses, our culture, and the way we look out for each other.
This is a shared vision for Torbay: a Bay where people can live well, feel connected, and have the chance to thrive — in Torquay, Paignton, Brixham and every community in between. It’s about celebrating what’s already good, and being clear about what we want to improve.

That’s where the Torquay Place Leadership Board, Paignton Place Leadership Board and the Torbay Place Leadership Board fit in. They bring together local leaders and partners — including community groups, businesses and public services — to focus on what matters most, remove barriers, and help turn good ideas into real improvements.
In practice, that means: agreeing shared priorities for each town and for the Bay as a whole; joining up organisations so work happens faster and makes more sense; spotting what’s working and scaling it; and keeping attention on outcomes people can actually feel — safer streets, better connections, stronger communities, and more opportunity.
